PLI dlls fail with Modelsim 6.3

Description:
Although ip_32W_gen.dll and ip_32W_check.dll work with version 6.2i, they appear to cause a segfault when used with Modelsim 6.3f.
It would be useful to have the sources and makefile checked in to the project so that they can be rebuilt.
