CRC bits after zero length data packet

Hi,
I would like to know as to what CRC bits are exactly sent after either the USB host or a USB device sends a zero length data packet.
Is it that all zeros are sent as CRC bits or is it the conventional "800D"?
Can anyone put light on this issue?
