Not easy to track down from this information, but it's quite possible you did send an invalid PORT. A common way to do this is running behind a NAT (such as a broadband splitter/router) which does not translate FTP like Linux nf_nat_ftp module does. Try passive ftp mode, in which you always connect to the server instead.
The problem appears to occur when attempting to download a file for a toolchain install script that is no longer available.
