JPEG Encoder

hello!!!! Could you please tell me how to test(simulate)the JPEG Encoder core:

1) which tool i should use ? ( xilinx or Modelsim or quartus) 2) steps to be followed ...

i have tried also read document but facing some problems.....

please help me out....
