All Or1ksim optional memory mapped peripherals are enabled by default if they are declared in the configuration file.
The exception is the memory controller, which is disabled by default. For consistency, its default state should be "enabled".

This has been changed for Or1ksim 0.3.0rc1. The memory controller, if declared, is by default enabled.
