Added CYGHWR_FLASH_WRITE_ENABLE() and CYGHWR_FLASH_WRITE_DISABLE()
macro calls to enable and disable FLASH writing in platform
hardware. Some platforms have extra protection for the FLASH
beyond that provided for the FLASH itself.
