PLASMA opencore starting problem

Hi,
I am just looking at Plasma design and vhdl and following the
instructions to getting started from:
http://www.opencores.org/projects.cgi/web/mips/buildutil.htm
I got stuck before I began:
my problem is:
In the above link I am at the step where..

Compiling Utilities
Compile the helper utilities:
C:\mlite\tools>gmake
-------------------
when i did that in my commandline on windows
I got an error
---ERROR---
C:\mlite\tools>gmake
process_begin: CreateProcess((null)), c1/01 /nologo - 0
convert_bin.exe convert.c, ...) failed
make (e=2): The system cannot find the file specified.
gmake: *** [convert_bin.exe] Error 2
C:\mlite\tools>

Sid,
You need to either compile the tool convert.c using an x86 compiler or
download the pre-compiled version of the tools from http://
www.opencores.org/projects.cgi/web/mips/overview#tools_link. Click on
the "tools" link.
The makefile uses the Microsoft x86 compiler "cl" by default but you can
also use the x86 GNU GCC compiler to create the tools executables.
