We are trying to design NTSC/PAL/SECAM Video Decoder IP.
Would be greatfull and appreciated if any one can provide the source of
Technical information such as digital filters blocks and Macrovision
blocks.

You can get specs at ITU-R BT.624-4 http://www.itu.int/itudoc/itu-r/publica/rep/bt/624-4.html You may login and take 3 free standards, but for more you'll have to pay, i am not sure if this offer stills up! Take a look around ITU-R standards. Bye
