Is there anyone who used the 16550URAT IP CORE?

Now,I`m doing the wave simulink of the CORE but I can`t get data from the tx pin
in Quartus ii 9.1 . The attachment is the driving wave. What should I pay attention to? What pins should the "sel[]" connected to? I have set the other driving pins at correct value.
