Simple description of the application I'm trying to achieve: unencrypted HDMI input and H.264 low latency encoder with MPEG-TS.

I was quoted 4k for a dev board with a H.264 encoder, that is in my opinion a bad way to waste money if I can buy 400 to 1600 hours of development time with it. Yes, 4k for a simple dev board.
