I have downloaded the I2C controller IP core on the opencores.And use
the files (I2C.vhd and tst_ds1621.vhd),and make some changes with
the tst_ds1261.vhd to match the at24c02. but when I verify it on the
fpga it do not work. anyone can help me ,or share the code you had
verified on the fpga with the at24c02?

The i2c.vhd files aren't supported anymore. They may have some bugs. Having said that, the ds1621 example does work, I tested it in hardware.
