Anyone with code that designs a microprocessor that does or implements what it’s in the image file? or even an idea will be beneficial.

Looks like a digital peak detector to me... though I think the point of the exercise is for you to figure it out and learn how to code VHDL while you're at it?

I'll summarize... This forum is not a "homework support" forum. If you're taking the course, I'm sure your professor's expectation is that you'll do you own work. I've been on both sides of the student/teacher table, and I'm pretty sure this is the case. (I mean... You actually included an image of the homework problem...)
