Program Counter can't increase after reset

No special procedure. It does increment automatically. However you need to
provide proper handshaking on instruction wishbone interface. OR1200 will
try to fetch instructions on IWB, if you don't properly deliver
instructions, it will get stuck because it is waiting for insn (what else
would you expect).
