I have merged branch_qmem into the main tree. Please give it another try.

I have tagged or1200 as rel_27. Please no longer use branch_qmem or
branch_speed_opt. From now on these two branches are becoming dormant.
Since they are merged in the main tree, all further development is
only on main tree (rel_27 on main tree is equivalent to rel_26 on
branch_qmem).

I have ran all the test cases on orp_soc my local sources from today
(I hope I have commiteed everything I will do a clean checkout and
rerun all sims in two days, meanwhile somebody else can try it) and
they all pass. I have to add another few test cases, I didn't get a
chance to do it today.
