The OR cross compiler's name is like "or32-XXX-gcc".
The "XXX" can be linux or elf.
What's difference between this two kinds of cross compiler?
If I use or32-elf- can I compile the linux kernel?

I came across the same problem few days back, while trying to install the toolchain.
or32-elf- is for bare metal programs, using newlib. or32-linux- is the one you need for making the kernel image. So install the uclibc toolchain. If you are doing it manually, first install or1ksim and then the toolchain.

As far as I understand, to build the kernel, one would use or32-elf in-conjunction with the -nostdlib option and use or32-linux to build programs that run on top of Linux.

So, What is difference between these two cross tools?

ftp://ocuser:ocuser@openrisc.opencores.org/toolchain/or32-elf-linux-x86.tar.bz2
ftp://ocuser:ocuser@openrisc.opencores.org/toolchain/or32-elf-1.0rc1-x86.tar.bz2

What's the meaning of 'linux' in first tool name?

The 'linux' there means it's to run on a 32-bit Linux distro, not that it's a cross compiler for OpenRISC Linux. In later releases we started naming the ones which are cross compilers for OpenRISC Linux userspace as or32-linux-*. I'm almost certain you should steer clear of that or32-elf-linux-* one as it's very old, and should instead be using the tool chains that are being released more recently. Please refer to the GNU toolchain page on the OpenRISC project wiki for links to these.
