Google gives you plenty on this. FOSS = "Fast One-at-a-time Step Search". Try this link:

This is way outside my expertise. If you want this algorithm explained you'll probably need to ask on mailing lists concerned specifically with motion estimation.

You may find FOSS used as a term quite a lot on OpenCores. But here it usually means "Free and Open Source Software".
