Altera has their Hardcopy program to generate chips from FPGA code. However, if ou want to build you own chip, hope you have a lot of big, big bucks!. This is not cheap. I worked on a 0.18 micron chip in 2007. The mask costs alone were 250,000 dollars. (A 0.13 u chip I worked on had mask costs of $1,000,000 in 2004-sure this is higher now) That does not even include the wafer fabrication costs!

You will also need to either purchase or design IP such as the pads, memories, plls, etc. This is also not cheap!

You can search on MOSIS, or ASIC at wikipedia. A smaller volume alternative would be to use a chip with fusible links, such as the Actel Axcelerator line. You can program an FPGA, then switch to the more permanent version when the design is firm.
