I need some help with symmetric clock doubler codes without using DCM/PLL.

I don't know what device you use and what frequency so I just collect some ideas here while you clarify your needs. In higher frequency ranges I would try to capture both positive and negative edges. If you drive your device with external adjustable clock in lower frequency ranges there is a way to double analogue AC triangular clock with full bridge rectifier that naturally doubles the frequency. AFAIK there are devices up to 100MHz with that solution. Or if you want to drive your device with digitally adjustable CMOS clock I would suggest to try LTC6903 or LTC6904. They both can give you clock between 1kHz and 68MHz, the difference between them the programming interface. The 03 supports SPI while the 04 is I2C-based.

Please clarify your needs what you want to do with the doubler so that we can easier help you if there are worked solutions for such cases.
