Get maximum frequency to FPU divider

I get 5 MHz, approximately, to FPU divider in Cyclone IV "EP4CGX150DF31C7", this is very low!
In attachment the project used for this. I would like a help to know if it's right. Tool: Quartus II 14.0.0 Web Edition Thanks!
