I am looking for a computer. License is open source, royalty free. Can run Debian
GNU/Linux. I found the instruction set architecture "sparc" has open source, royalty free license, and has a 32-bit debian port. Is this the only choice? Where can I get the instructions to build one? Where can I get one, assembled and ready for purchase? I would prefer something more common. I think the most common is x86 architecture with 64 bits, which runs the amd64 debian port. But is x86 proprietary? The single-board computers from olinuxino and beaglebone are advertised to be open source, royalty free. But I found that does not apply to some components on the board.

Have you considered the OpenRISC architecture, such as is implemented within mor1kx? Or how about any of the newer RISC-V implementations?
