Inexpensive Spartan PCI board?

Hi,
we are designing a hardware accelerator for a pattern matching task and need a FPGA board with high throughput. At this prototyping stage we do not want to buy a PCI core license for $thousands. I looked at CESUS board with an on-board PCI controller but people say it is too slow (2MB/s or so through PCI bus). Could you please recommend some faster board with non-zero amount of memory (Insight electronics has no memory on-board)? There is a Memec PCI Board with a XC2S200-456 and RAM. You can use the Open
Core PCI core for a start.

Hello,
as i know the memec insight development board (spartan II 200 PCI) has 2Mx32
sd-ram.
