Single Memory Read/Write or I/O read/write from PCI to WB fail!

Hi,
I try to access WB slave but have errors,
1. configure_bridge_target_base_addresses)
2. PCIU_MEM_READ("MEM_READ ",
`Test_Master_1,32'h20000000, 32'hF0F0_F0F0,1,
8'h7_0, `Test_One_Zero_Target_WS,
`Test_Devsel_Medium,
`Test_Target_Normal_Completion);
3. PCIU_MEM_WRITE ("MEM_WRITE ",
`Test_Master_1,32'h20000000, 32'h1234_5678,
10'h0,0, `Test_One_Zero_Master_WS,
`Test_One_Zero_Target_WS,
`Test_Devsel_Medium,
`Test_Target_Normal_Completion);
But have following errors,
*** test master 1 - Target Retry received when doing
normal transfer, at 68655000
# *** test master 1 - Normal Transfer, but Word Count
0 not 1, at 68655000
And why Write so many times!
Please help me, thanks!
